The "World Education Revolution" of the last few decades cannot be understood without the intensified international communication and the spread of certain elements of ideologies of modernization. This paper attempts to assess the structure and volume of bi- and multilateral external financing of education since the early seventies and to speculate about the consequences of the increasingly sceptical attitude of the USA vis-à-vis institutions of international development cooperation. Further, the development of the bilateral educational aid of the Federal Republic of Germany is characterized.
